If one facet of the proposal is using the slope of the bridge for gravity based propulsion, then how about prototyping the ideal vision by using wheeled transportation to get a similar effect? Maybe a few old school roller racers or powerwheels could provide a fun way to get to the ends of the bridge without the infrastructural logistics of the ice slide. Maybe a part of the walkway could be striped to mark off the racetrack.

Very Cleveland like the lakefront and I-90 Innerbelt Bridge: shovel ready for decades.
Reestablishing direct underground acccess to Tower City is simple and obvious. Any developement budget to enclose it as landmark feature; a "Windows Over the Water"? Are we really sure the overdue MedicalMart team has been sent a set of blueprints? Is it structurally sound enough to support adding multiple tanks of water ? If so then how about a new Cleveland Aquarium? Maybe a museum site for that recently-homeless collection of old trolley cars?
I remember that space as being huge but dimly lit and breezy. Still no money for windows? Harvest that wind for low tech, low volt lighting. Candles aren't a good idea since the river already caught fire once.
But remember, guests would remain as exposed to the weather just like much of the seating at Brown's Stadium or whatever they call the Jake this month. Oh I think it's been called the "Sieve lately. OK, so dedicating jillions of dollars for enclosing it isn't likely, even from the deep-pocketed MedicalMart. Remaining open-sided limits the practical duration of anyone's visit. Semi-sheltered sedentary uses aren't very comfortable for much of the year and some portion of most days. Once there, to keep moving or be uncomfortable are the frequent options.Utilization becomes kenetic. An Alpine slide and Zipline uses, combined gets my vote. Perhaps a skateboard park and ice rink too.
